GovTech Singapore Celebrates Digital Services Excellence at Digital Services Awards 2025

GovTech Singapore honoured thirty-two public and private sector winners at the Digital Services Awards (DSA) 2025, recognising excellence in delivering impactful, user-centric digital services under the theme, ‘Built with Purpose, Designed to Care’.
Singapore, 21 November 2025 – The Government Technology Agency of Singapore (GovTech Singapore) today honoured thirty-two winners from the public and private sectors at the Digital Services Awards (DSA) 2025, recognising their outstanding contributions across 11 categories in setting new benchmarks for delivering impactful digital services to the public.
In its fifth edition, this year’s DSA is themed ‘Built with Purpose, Designed to Care’ to spotlight excellent digital services that demonstrated empathetic design, serving the diverse needs of Singaporeans from all walks of life. The winning initiatives were made possible through the shared efforts of individuals, private organisations, and government agencies.
The hybrid event attracted over 300 in-person guests at the Sands Expo & Convention Centre, with an additional 1,650 participants joining the livestream. Ms Jasmin Lau, Minister of State for Digital Development and Information and Education, and Minister-in-Charge of GovTech Singapore, was the Guest-of-Honour and presented the awards.
Mr Goh Wei Boon, Chief Executive of GovTech Singapore, commented on the collective achievement: “We are proud to celebrate the outstanding achievements of all the winners at the DSA 2025. Their achievements show how collaboration across government, industry, and the community is key to building relevant and accessible digital services that put users first. We are confident that this collective dedication will continue to drive our progress towards a Smart Nation, ensuring more inclusive and seamless digital services for our citizens.”
The DSA is an annual initiative organised by GovTech Singapore and supported by the Smart Nation Group since 2021. It serves to recognise and celebrate excellence in digital government services.
Enhancing Standards with Three Revised Award Categories
In line with the theme and focus on the purpose behind digital services, this year’s competition introduced a revised set of judging criteria for three key Government Award categories to encourage continuous modernisation and user-centricity: “Best Accessibility”, “Best Discoverability” and “Most User-Centric Website”.
Best Accessibility: Entries were rigorously put through GovTech Singapore’s web accessibility testing tool, aligning them with the global Web Content Accessibility Guidelines (WCAG), before being evaluated by a panel of judges comprising Persons with Disabilities.
Best Discoverability: Government agencies were required to incorporate a trusted cross-domain discoverability tool on their websites, ensuring that search results are highly relevant to user needs by pooling information across various government platforms.
Most User-Centric Website: This category’s assessment was enhanced to scrutinise the depth and efficiency of user testing undertaken by agencies. This revision better evaluates how well agencies understand the needs of their target audiences, thereby reflecting a deeper commitment to developing user-friendly digital services.
