Co-create with us to build our Smart Nation
GovTech is committed to exploring new ways to deliver digital services for citizens, businesses and government agencies. To do this, we're always open to collaborating with industry stakeholders and researchers who share a common goal of realising Singapore's Smart Nation ambitions.
Whether it is through technology partnerships or hosting events, we invite industry partners to #TechWithUs by:
Deepening engagements - Develop mutual understanding of industry solutions and Government-specific domains, while leveraging reusable Government platforms such as the SG Tech Stack
Refining processes - Experiment, iterate, and welcome feedback on initiatives such as IM8 and procurement processes
Sharing best practices - Share best practices on project management and problem solving through collaborations such as hackathons (e.g. LAUNCH! hackathon), workshops, and meet-ups (e.g. STACK community events)
The dynamic nature of today’s technological and social landscape requires the government to be more agile. Industry Engagement 2024
GovTech Industry Engagement 2024 Opening Address [PDF, 2.5 MB]
The government will spend an estimated $3.36 billion on government info-communication technology (ICT) procurement opportunities in FY24 to modernise ICT infrastructure and develop digital services.
This amount will be spent on 89 projects where 35% of the budget is catered towards Application projects while 65% of the budget is allocated to Infrastructure projects.

1. Investment in digital infrastructure modernisation
Over 60% ($2.1 billion) of the government's FY24 ICT procurement budget will target enhancing digital infrastructure.
Strengthening digital infrastructure is critical for minimising disruptions and maintaining public trust as reliance on digital services grows.
Investment in infrastructure has been steadily rising since FY21 to pave the way for comprehensive digital transformation in public service.
2. Simplifying governance for industry collaboration
The government is implementing streamlined compliance and procurement frameworks based on industry feedback to enhance delivery quality.
Reviewing security requirements for low-risk government systems to enable more agile and cost-effective collaboration with vendors, while ensuring robustness for critical systems.
Introducing perpetual and dynamic contracting for selected bulk tenders in FY24 to foster competitiveness and reduce administrative burdens for vendors.
Introducing Tender Lite, a tender category that removes certain contract clauses to facilitate smoother transactions with the government, with plans to expand it to ICT contracts.
3. New industry engagement initiatives
GovTech's annual industry event is renamed to 'Industry Engagement' — previously known as 'Industry Briefing' — to prioritise closer collaboration with the industry.
The event now includes five closed-door discussions with industry stakeholders, focusing on topics like compliance, procurement regulations, and the government's digital strategy.
Emphasising agile engagement with industry partners to leverage both public and private sector strengths for advancing Smart Nation initiatives.
Looking ahead, we expect to face more challenges in the ever-evolving tech landscape.

Engagement sessions and networking
Engagement sessions were organised to discuss various topics, including GovTech products, soliciting feedback on compliance and procurement regulations, and the government's broader digital strategy.

Industry partners were invited for open discussions and exchanges on the following topics:

ICT&SS Policy Reform
To support Singapore's Smart Nation initiative, GovTech is enhancing digital transformation by improving service delivery, operations, and policy management to protect ICT systems. The ICT&SS Policy Reform focuses on lean, relevant, and effective policy controls, starting with low-risk systems. This initiative encourages collaboration between government agencies and industry partners to develop rapid, cost-effective, and innovative ICT systems, while ensuring that appropriate risk controls are in place.
The catalog of controls provides a comprehensive list of guidelines and standards designed to ensure the secure and effective use of ICT assets in government operations. These controls address various aspects of technology management, including security, privacy, data integrity, and system reliability. These controls help government agencies manage risks and implement innovative solutions efficiently, while maintaining compliance with regulatory and policy requirements.

Google Cloud Next '23
Mr Sau Sheong Chang shared about AI Trailblazer, how Singapore is collaborating with Google to spur AI adoption, and the use cases of AI in GovTech.

Google AI Bootcamp
Together with Google Cloud, GovTech's Digital Academy conducted the Google AI Bootcamp for the upskilling of over 1,400 public officers.

AI Trailblazers
A successful private-public partnership that enables public officers to use Google Cloud tools to get AI-certified and build MVPs for their agencies.

LAUNCH! Innovation Programme
A platform for public officers to co-create ideas via hackathons, with successful proofs of concept supported for scaling and industry deployment.
