Protecting web users from scam websites with Scam Analytics and Tactical Intervention System (SATIS) and the recursive Machine-Learning Site Evaluator (rMSE)

SATIS is a suite of scam detection tools that supports SPF in combatting scam enablers and protects citizens from scammers.
rMSE is an in-house, AI-powered classifier that can evaluate potential scam sites at scale.
Together, they continuously review over 400,000 websites scanned daily for potential scams.

Users can contribute to data collection by reporting suspicious sites through ScamShield.
Disrupted scam websites may display warnings from Google and/or SPF, protecting citizens from accessing malicious websites.
With the proliferation of scam websites, there is a need to step up our cybersecurity measures and protect users, especially the ones who are less savvy. That is why we have worked with SPF to develop Scam Analytics and Tactical Intervention System (SATIS). It leverages artificial intelligence and machine learning – including GovTech Singapore’s in-house recursive Machine-learning Scam Evaluation (rMSE) classifier – to prioritise, evaluate, and disrupt scam sites. SATIS enables the authorities to analyse over 400,000 websites daily, each within 3-5 seconds at an accuracy rate of over 90%. On average, it disrupts more than 15,000 malicious websites monthly.
SATIS also employs advanced techniques to fan out and discover additional scam websites based on previously blocked sites. The detection and disruption of these subset of sites are completely automated, relying on AI and ML to identify the malicious sites which are then sent to Google Web Risk for disruption.
What are the benefits of SATIS?

SATIS can take down or block verified scams, thereby limiting citizens' interactions with malicious websites.
How to use SATIS?
Like all good cybersecurity measures, SATIS works in the background and does not require any additional action on your part. Here are two things you can do to maximise its usefulness.
1. Contribute by reporting

Heighten its efficiency by reporting any suspicious web activities via the ScamShield app.
2. Look out for sites disrupted by SATIS

If you land on a SATIS-disrupted scam website, you may see either:
A red warning screen from Google,
A message from SPF,
or a disconnected site (e.g. 404 error)
In some cases, scammers may find excuses to send you a different link – please disengage with them!
