Digital Services Awards 2025: Built with Purpose, Designed to Care

What does it take to build digital services that truly put people first? Discover how the Digital Services Awards 2025 celebrated agencies, partners, and citizens driving user-centric, accessible innovation—and how collaboration is shaping Singapore’s Smart Nation 2.0 future.

On 21 November 2025, the Sands Expo & Convention Centre buzzed with innovation as close to 2,000 guests and livestream participants gathered for the Digital Services Awards (DSA) 2025.
Marking its fifth anniversary, this year’s DSA honored excellence in digital governance under the theme “Built with Purpose, Designed to Care”. The event celebrated 32 winners across 11 categories, recognising agencies, industry partners, and citizens who have set new benchmarks for impactful, empathetic digital services.

The event honoured current achievements and equipped public officers for the future through a panel discussion featuring expert judges, keynote presentation by Best Usability winner SG Culture Pass and GovTech product booths
The DSA 2025 Award Presentation, featuring the Guest-of-Honour Opening Address by Ms Jasmin Lau, Minister of State for Digital Development and Information and Education, and Minister-in-Charge of GovTech Singapore.
Celebrating the winners
This year’s awards introduced revised categories to emphasise user-centricity and accessibility—key pillars of Singapore’s Smart Nation 2.0 vision.
The winners reflected a deep commitment to these standards:
Most User-Centric Website (Government): The MOE Corporate Website was honoured for its intuitive navigation and clearly defined user journeys.
Best Accessibility (Government): The Traditional Chinese Medicine Practitioners Board (TCMPB) Website was recognised for its exemplary adherence to inclusive design standards.
Best Usability (Industry): The Pathlight School Website earned top honours for its seamless and inclusive interface.
Co-creating with the community
Great digital services are not built in a vacuum. To ensure these services work for everyone, GovTech’s Tech Kaki community played a crucial role in evaluating the "Best Usability" category. These citizen users provided the ‘reality check’ necessary to ensure that the websites work in the real world, being used by real people, to solve real problems.
The following Outstanding Citizen Contributors were recognised for their dedication to improving Singapore's digital landscape:
Whole-of-Government: Alister Stewart, Lee Chor Joo, and Ng Choon Hwee
Tech Kaki: Katherine Tan Lee Huang, Choo Wee Jiang, and Alok Shukla
CrowdTaskSG: Ong Teck Yew, Chan Guan Wen, and Katherine Tan Lee Huang

Moving towards Smart Nation 2.0
As the curtain fell on DSA 2025, the message was clear: innovation is not just about speed, but about connection.
