The OneService Chatbot is one of the most concrete examples of AI in government services delivering sustained, measurable impact. Operating since 2021 via WhatsApp and Telegram, it lets residents report municipal issues such as neighbourhood cleanliness and facility breakdowns through a conversational interface.
The chatbot handles over 30,000 cases a month, automating case detail extraction, category prediction, and agency routing. That translates to roughly 2,000 man hours saved and resolution times cut by up to two working days, without any additional headcount.
Healthcare and social services
In healthcare, GovTech and its partners are trialling an AI-powered drawing app to help identify early signs of dementia. Rather than requiring a specialist referral and a 30-minute psychologist-administered test, the app prompts seniors to draw certain shapes or objects, then uses AI to evaluate the drawings and assess the likelihood of dementia. The trial is running with 1,000 seniors and does not need a medical professional present to administer it.
Career guidance and employment
MyCareersFuture, Singapore's national job portal, uses 10 different AI models to power its recommendation engine. Much like the way a streaming service learns your preferences and surfaces what you are most likely to enjoy next, the portal analyses a job seeker's profile and matches roles to their skills, experience, and career trajectory. It is a clear example of AI in public services making a meaningful difference to the citizen experience without requiring any change in how people interact with it.
Emerging citizen-facing applications
Generative AI is opening up a new layer of possibilities beyond what recommendation engines and automation can do. Singapore's multilingual environment is a natural fit for content generation at scale, with the potential to produce instructional videos in all four official languages using AI-powered translation and voice generation.
GovTech is also exploring multimodal AI capable of evaluating images alongside text, useful wherever visual information plays a role in decisions. For citizens navigating complex transitions such as a career switch, conversational AI coaching chatbots can engage directly with a person's specific situation, walking through skill comparisons, pay scales, and training pathways in real time, with tone and empathy adjusted to the sensitivity of the conversation.

Singapore government agencies use AI to automate repetitive administrative tasks, freeing up public officers to focus on higher-value citizen engagement.

GovTech translates Singapore's Model AI Governance Framework into engineering practice through the Responsible AI Playbook, a practical guide for public officers on evaluating AI safety, implementing guardrails, and assessing bias and misinformation risks before a system goes live.
Safety tools and testing frameworks
Singapore's public sector balances AI innovation with citizen privacy and data protection through robust governance frameworks backed by purpose-built tools. AI Guardian, GovTech's platform for safety testing and governance, includes two complementary products: Litmus, which assesses safety and security risks before deployment using adversarial testing, and Sentinel, which provides real-time content moderation and output filtering once applications are live. Since its launch, about one-third of all government agencies now use Litmus and Sentinel daily to safeguard their AI applications.
LionGuard 2 adds another layer of protection. GovTech's open-source multilingual content moderation guardrail covers all four of Singapore's official languages, including Singlish and code-switching, addressing gaps that content moderation systems built for Western AI contexts were not designed to handle. LionGuard 2 is deployed on AI Guardian and available as an open-source API for any text-centric large language model system.
