What comes to mind first when you hear the word “STACK”?
For Singapore’s tech ecosystem, the word has come to represent something much larger.
Since its launch in 2018, STACK has grown into Singapore's largest government-led technology conference. Each edition has introduced new themes from reusable government platforms and cloud infrastructure to artificial intelligence and engineering productivity. However, the core purpose has remained constant: bringing together developers, CIOs, designers, product and operations teams, and industry experts to exchange ideas and share practical solutions through an array of keynotes, panels, talks, and workshop sessions.

Before looking at how the conference has evolved, it is worth understanding its name.
The name draws on the Singapore Government Tech Stack (SGTS), GovTech's collection of reusable platforms, infrastructure, APIs, and centrally managed common services that enable agencies to build secure, scalable, user-centric digital services using shared capabilities in areas such as digital identity and payments.
2018: Building the Foundations
The inaugural STACK Developer Conference marked an important milestone in Singapore's Smart Nation journey. As digital transformation accelerated, agencies were independently developing similar capabilities, highlighting the need for better efficient allocation of resources. STACK Conference 2018 introduced a different model by unveiling the SGTS as a shared foundation that any agency could build upon, positioning GovTech as the enabler of a more connected and efficient digital government.
The philosophy was simple: “The SGTS will help us to deliver better public services to citizens through reusable software, much faster and at a fraction of the cost.” said former Prime Minister Lee Hsien Loong at GovTech STACK Developer Conference 2018
2020: Staying Connected Through the Pandemic
In 2020, due to the COVID-19 pandemic, the STACK Developer Conference shifted to a fully online format under the theme “Ready. Get STACK. Level Up.” The pandemic reinforced the value of resilient shared infrastructure: as citizens leaned heavily on digital services, common platforms proved their worth. Against this backdrop, the conference highlighted how an open approach to technology could enable the wider tech community to build a Smart Nation collectively. STACK championed a vision of Singapore moving beyond being a nation of technology consumers to becoming a nation of technology creators, where government, industry and developers work together to build digital solutions for the future.

During this period, GovTech also conducted specialised STACKx events and STACK Meetups virtually. These events facilitated more frequent exchanges of ideas among practitioners across cloud, cybersecurity, AI, engineering, and data, providing additional support for the tech community during a challenging time.
2022: Scaling Digital Government
When STACK returned as a hybrid event, the question had shifted from “Can we build it?” to “How do we scale it?” Under the theme "Design Your Future," the conference expanded into cloud technologies, modern software architecture, platform engineering, and cross-government collaboration, exploring how digital government could innovate faster and deliver better citizen experiences.

2024: Engineering in the Age of AI
The rapid emergence of generative artificial intelligence marked another turning point in STACK's evolution. STACK Developer Conference 2024 moved the conversation beyond what AI could do, focusing instead on how to harness it responsibly to build better systems. Under the theme "Supercharge Your Digital Engineering Productivity," sessions covered AI-assisted development, Developer Experience (DevEx), InnerSource, Open Source, Digital Trust, Cybersecurity, and Urban Technology.

From its first announcement at the inaugural conference, Singapore Government Tech Stack (SGTS) has significantly enhanced the productivity of teams and developers across the public sector. No longer having to build common infrastructure from scratch, teams and developers were freed up to focus on innovation and on meeting user needs in a more agile way. The resulting productivity, cost, and efficiency gains were substantial, and by providing agencies with a unified development platform, the SG Tech Stack enabled developers to build highly consistent public services, ultimately making the citizen experience of interacting with government digital services more seamless.
Looking Ahead with STACK Conference 2026
As GovTech marks 10 years of building tech for public good, the STACK Conference 2026 looks ahead to the next decade under Smart Nation 2.0. From this year forth, "Developer" has been dropped from the conference name, a deliberate signal that STACK has grown from a software engineering conference into a platform for the entire technology ecosystem.
