GovTech is the central technology agency coordinating Singapore's public sector digital transformation. We build user-friendly digital products, from helpful apps to informative websites and robust platforms, following a whole-of-government (WOG) model under the national Smart Nation strategy.

What is Singapore's approach to public sector transformation?
Singapore's approach to public sector transformation rests on a WOG model: a single, coordinated digital strategy in which agencies build on shared systems rather than in silos. Our role is to be the technology delivery and standards organisation for the whole of government: making government transactions easy, seamless, and secure; streamlining processes; enhancing accessibility; and leveraging technology to provide better services for citizens and businesses.
That same foundation now runs beneath healthcare, transport, housing, education, and public safety, quietly underpinning nearly every way citizens and businesses interact with the government, towards our vision of a government that is “Digital to the Core, and Serves with Heart”.
Citizen-Centric Digital Services
We build services around what Singaporeans actually need. Citizens can access government services easily according to life stage and log in to thousands of essential services with a single password or biometrics, while businesses smoothly transact with the relevant government agencies.
Shared Platform Infrastructure
GovTech builds the platforms every agency runs on, handling the backbone of hosting, secure logins, consistent and accessible interfaces, and shared application programming interfaces (APIs) for data exchange. Through these platforms, government agencies collaborate on identity, payments, notifications, and data sharing across their services.
Cross-agency Collaboration
GovTech coordinates transformation across ministries through shared engineering teams, common API development, and WOG platforms. This way, Singaporeans access an integrated network of digital government services, with one service securely drawing on verified data from another with their consent, removing repeated form-filling and manual checks.
Co-creation with Citizens and Partners
Transformation is not designed in isolation. Tech Kaki, GovTech's citizen co-creation community, brings residents into the design process to test prototypes and give feedback before services go live. Industry partnerships bring private-sector capability into public service delivery through GovTech's startup and enterprise collaboration programmes.

Singapore's digital transformation is most visible in the apps and platforms that millions of residents and businesses use every day. These are not pilots or proofs of concept. They are nationwide services with measurable adoption, and several are studied internationally as models of public service transformation.
Singpass
Singpass is Singapore's National Digital Identity, used by more than 5 million residents to access over 2,700 services across 800-plus government agencies and businesses. It handles around 41 million transactions every month, from checking retirement savings to signing documents digitally.
LifeSG
LifeSG consolidates government services around life milestones, such as welcoming a newborn, finding job support, or planning for retirement. Residents navigate by life stage rather than by agency, with a single point of access and personalised recommendations.
PAIR
Pair is a government AI chatbot assistant, built so that public officers can reap the benefits of responsible AI practices. It helps with writing, research, summarising, and analysis on government-issued devices, and it is approved for use with sensitive government data that commercial chatbots cannot handle.
Government on Commercial Cloud (GCC)
The Government on Commercial Cloud (GCC) gives agencies a standardised, secure way to run their systems on commercial cloud infrastructure. More than 70% of eligible government systems now run on it, enabling faster deployment, stronger security controls, and cloud-native AI.
Singapore Government Design System (SGDS)
The Singapore Government Design System (SGDS) is a shared, open-source library of design components and code. It ensures that government websites meet the same accessibility standards and offer a consistent, intuitive experience, so that each agency does not have to rebuild basic interface elements from scratch.
Together, these platforms drive public sector transformation in Singapore: modernising legacy systems, adopting cloud-first strategies, and embedding AI across government services.

What is the Digital Government Blueprint and how does it guide Singapore's public service transformation?
The Digital Government Blueprint (DGB) was the Government's strategic plan from 2018 to 2023 to become "Digital to the Core, and Serves with Heart". Under it, we digitalised the bulk of government services, moved over 70% of eligible systems onto commercial cloud, and raised citizen and business satisfaction with our digital services.
Since 2023, we have carried these goals forward into Smart Nation 2.0, the national vision built around Trust, Growth, and Community. Today, our work centres on embedding AI responsibly across the public service, strengthening shared platforms, and keeping digital services secure, inclusive, and resilient.
How is GovTech different from other Singapore government agencies?
GovTech is a statutory board under the Ministry of Digital Development and Information, and we serve as the Government's central technology delivery arm. We build and operate the shared platforms that ministries and agencies use, turning their policy goals into working digital services. We also safeguard government ICT infrastructure and regulate public sector ICT procurement, data protection, and cybersecurity, which gives us a distinct, technology-focused mandate across the whole of government.
How does GovTech support businesses?
GovTech supports businesses through streamlining how they transact with the government, including Corppass for corporate digital identity, Singpass APIs for seamless authentication, and GoBusiness for licensing and grants.
What are the latest digital transformation initiatives by GovTech?
Our recent initiatives focus heavily on AI. We have expanded the Pair suite of generative AI tools for public officers, first rolled out in 2023, and built AIBots, which lets public officers create their own custom chatbots. We continue to grow the GCC and our WOG AI and data platforms, bringing AI into everyday public service work securely and at scale.
How does Singapore's Smart City approach shape public services?
Our smart city work shows how data improves everyday services. The Open Digital Platform (ODP), which we built with JTC for Punggol Digital District, connects building, utilities, security, and transport systems on a single platform. Using live data on footfall and weather, it automatically adjusts cooling and lighting, helping the district cut energy use by up to 30% and giving residents more responsive estate services.
